Formal CIA Agent in the Domestic Operations division, Hank O'Neal turned to photography in the mid 1970's to document a cultural phenomenon occurring in alleys and subways, on walls, in hidden and exposed nooks- street art. Street art is arguably the modern equivalent of one of O'Neal's inspirations, Walker Evans' Depression-era images of signage that weathered, peeled, and literally disintegrated. The equally ephemeral images captured by O'Neal records major works of meaningful expression by what have become legendary names to the media and the culture- Jean-Michel Basquiat, Keith Haring, Bansky, Richard Hambelton, JR, Shepard Fairey as well as many unknown artists and collaborative layers of work.

As an image maker O'Neal is as selective and reflective of the work he documents as the artists he memorializes; the work "must be in a public place, must be visually captivating and perhaps beautiful, must be the product of an informed intellect (not of a vandal), and must be purposeful" (O'Neal). The local of the works often impacts the message of the image, and O'Neal is noted for his ability to discover the unexpected and particularly resonant works in spaces with political charge, along the Berlin Wall; in spaces of sentimental reflection, a cemetery in Paris; or on a banal but at times heroic structure, lifeguard station in Venice, CA.
